现在我国各地为了解决城市居民的住房问题,已经推出了经济适用房和廉租房,现在各地在推出公共租赁住房,全国很多城市有不同的做法。我们想知道经济适用房、廉租房和公共租赁住房到底有什么区别?

顾云昌:公共租赁住房在我们国家出现就是近一两年的事情,早在十几年前,我们国家住房政策当中就有经济适用住房和廉租房。

为什么要推出公共租赁住房呢?

和我们住房供应体系有关系。我们住房改革有一个政策,对不同收入家庭采取不同的住房供应政策,我们住房供应体系应该是覆盖全社会的,但经过十来年我们发现有一部分人没有覆盖到,出现了空隙,什么人呢?中低收入家庭。因为我们现在的经济适用住房、廉租房都是面向低收入家庭的,廉租房是面向低收入家庭的租房者,经济适用房主要是卖的。中低收入家庭怎么办,中等收入家庭买商品房,低收入家庭住廉租房,中低收入家庭出现一个空档,出现一个夹心层。这些夹心层不够资格来购买经济适用房、租廉租房,但又买不起商业房,所以出现夹心层。这是夹心层的概念。

同时我发现我们国家有另一个夹心层的概念,就是相当部分的大学毕业生或者刚到城里工作的人,由于我们国家的户籍制度,即使符合经济适用房的购买条件,他也买不着。

主持人:公共租赁住房肯定是由政府来建,这个钱也是由政府来出。我们社会上一些私营企业或者房地产企业,他们有可能介入码?

顾云昌:我想公共租赁房产权是政府的,或者政府所属的公共机构,当然它的建造或者购买都应该是由政府来出钱,但也可以发动社会的力量,比如在建造过程当中完全可以按照市场化运作,我想有些公益性机构,甚至慈善机构也可以参与公共租赁住房,也可以为社会服务。总之来说,肯定是政府主导的,由社会或者企业参与的,更好发挥市场机制的作用。

主持人:去年有这样一条新闻,深圳市有两千套公共租赁住房,但由于申请的群体他们弃权了,所以后来空置了这些房屋。大概有三点原因,一个是他们觉得租金太高,还有不能跨区自由选择房子,给交通生活带来很多不便,再有一个怕住了这个房子以后,今后万一有条件买经济适用房,又怕失去资格。这三个原因现在有可能解决它吗?

顾云昌:公共租赁住房是一种新的事物,我们需要在时间当中不断摸索,不断完善政策,作为厦门来说,已经吃了螃蟹,它有一些经验,或者深圳有这样的问题出现,我们怎么解决,首先公共租赁住房要制定一个好的政策来完善它。公共租赁住房是作为过渡性的,比如廉租房、经济适用房可以长期居住,公共租赁住房是过渡性的、临时性的,比如我刚刚参加工作、收入比较低,可以住公共租赁住房,等收入增长以后再住别的。
